Job Summary


Provides overall leadership, management and administration of Foster Care, Adoption, Behavioral Health, Preservation, Outreach, Refugee and related services.


Duties and Responsibilities

  1. Attain annual financial, service, quality, people, and growth targets for assigned programs.
  2. Identify and evaluate opportunities for program growth/acquisition consistent with the organization’s strategic goals; develop, and oversee business plan implementation for new initiatives.
  3. Maintain current knowledge of projected trends in service area; assure appropriate planning, development, and implementation of new and existing services to meet market needs.
  4. Maintain current knowledge of and assure implementation of all rules, regulations, and standards governing accreditation, licensing, and service provision.
  5. Design and assure standardized implementation of policies and systems to minimize program and organization liability; lead centers or service lines in strategic planning.
  6. Assume primary responsibility for assigned contractual/governmental relationships; oversee grants, leases and contracts relevant to service areas.
  7. Develop, implement and monitor annual operating budget within organization fiscal guidelines; assure adherence to Corporate Financial Policies and procedures.
  8. Partner with Human Resource Development and department leadership in talent acquisition and retention initiatives. Provide leadership to staff including performance management, mentoring, coaching and counseling.
  9. Develop and coordinate systems for inter-relationships and interdependence of assigned and other organization programs.
  10. Actively participate in sanctioned fund raising efforts. Work with Advancement office to implement fund raising plans with foundations, organizations and other funding sources.
  11. Develop and maintain professional relationships and memberships as appropriate for advancing service areas.


Job Qualifications


Education, Training, and Licensure/Certification

  • Master’s degree in social services, public relations, social work or related field or Bachelor’s degree in related field and equivalent work experience.



  • Eight years’ experience in supervision and administration in the field of human services or social services.
  • Proven experience in management of child welfare programs with a focus on Operations and Quality.
  • Proven experience in negotiating contracts; systems design and implementation; developing organizational relationships, affiliations, and partnerships; working within an integrated delivery system.
  • Demonstrated experience in business growth and development.
