Housing Specialist

GENERAL DESCRIPTION: 
The Housing Specialist oversees specific refugee housing placements and issues in compliance with the Reception and Placement Cooperative Agreement and the Refugee Assistance Post-Resettlement programs. The Housing Specialist locates and secures initial housing for newly arrived refugees, responds to housing issues of resettled refugees, including liaising with landlords and finding new homes, and acts as a liaison between program and outside agencies and persons relevant to the specific programs. 

 

JOB RESPONSIBILITIES:

  • Contact and maintain positive relationships with area landlords to secure safe, decent, and affordable rental housing for refugees.
  • Conduct outreach with community advocates, landlord associations and other potential partners to develop or improve access to safe, decent and affordable housing for refugees. 
  • Develop, communicate and implement housing guidelines and standard operating procedures.
  • Inspect potential housing (100%) to verify its suitability for a refugee or other client case—following State Department guidelines for refugee housing and investigating neighborhood safety issues, as well as evaluating affordability for the case.
  • Liaise with Facilities Staff for housing set-ups, working from Facilities housing set-up calendar. 
  • Provide housing keys to Facilities at least 3 days before the set-up whenever possible.
  • Request checks to pay for initial rent/security deposit, coordinate financial needs with the case manager.
  • Ensure house is ready for arrival, including: activating utilities and completing the home safety checklists, ensuring landlord makes required repairs and cleans as necessary, and obtaining lease agreements.
  • With reunification cases, coordinate housing through consultation with case manager and US Tie relative or friend.  Do a home visit to the home of reunification cases and do the home safety checklist.
  • Conduct housing orientation and education with clients in groups or with individuals
  • Intercept with landlords to resolve issues with resettled clients
  • Work with Refugee Services Staff to educate clients in home maintenance and American hygiene practices
  • Provide support to refugees who are being evicted or at risk of eviction, including referrals to legal services
  • Keep accurate case notes and records and submit required reports.
  • Ensure the housing information is entered in the client database.
  • Meet with the case manager to learn of housing or utility problems within the first 90 days of arrival and follow up
  • Support holiday and seasonal donation events, i.e. Easter baskets, Thanksgiving baskets, Christmas gifts, etc.
  • Attend and actively participate in Agency and Program meetings, conferences, in-services, etc. 
  • Provide transportation for clients as deemed necessary.

 

JOB QUALIFICATIONS:  
Minimum of a High School education with four years directly related experience or an Associate Degree with two years of directly related experience.  Preferred: possession of a four year undergraduate degree (Bachelor Degree) with or without experience.  Prior Case Management experience in social services field preferred. Experience with people from a culture outside the United States. Empathy for and understanding of refugees, evacuees or homeless preferred.  Possession of a valid driver’s license, automobile, and appropriate insurance.  Preferred is fluency in a second language (other than English) that is representative of a Refugee population currently being served by the Program.  Prefer ability to work beyond the parameters of posted Agency/Program hours of operation as necessary to complete Job Responsibilities.
