The Child Welfare Supervisor shall hold a master's degree from an accredited college or university in a human behavioral science and 3 years of experience as a social service worker in an agency OR a bachelor’s degree from an accredited college or university in a human behavioral science and 4 years of experience as a social service worker, 3 years of which are in an agency performing child welfare functions.  


Appropriate candidate for this position must have the ability to handle stress well, have the ability to be an active listener with good clinical observation and assessment skills, be flexible and able to handle change, be a team player yet able to work independently, able to multi-task, and maintain case responsibility and follow-through. Appropriate candidate must be able to supervise a staff of up to 5 workers as well as act as their mentor and positive role model. The Child Welfare Supervisor must demonstrate strong leadership skills, the ability to mediate conflict, and simultaneously advocate and problem-solve with their staff, program, and agency priorities in mind.  Appropriate candidate must have the ability, experience, education, and training to perform the duties assigned. Appropriate candidate must be able to understand and follow the agency’s Vision and Mission statements.


Candidate may not have been convicted of child abuse or neglect, a felony involving harm or threatened harm to an individual within the 10 years immediately preceding the date of hire, or be listed on the central registry as a perpetrator of child abuse or child neglect. The Child Welfare Supervisor shall possess a valid Driver’s License, positive driving record and proof of automobile insurance.

Job Overview:

The Child Welfare Supervisor - Licensing r is responsible for the day-to-day operations of Hands Across The Water’s foster home certification and recruitment programs as assigned and for ensuring compliance of said programs with the applicable provisions of all governing rules. This position may maintain a caseload of foster home licensing cases based on full-time status and number of staff supervised. The Child Welfare Supervisor - Licensing is responsible for assessing and certifying private family homes for licensure and supervising the homes and supervising the Licensing Specialists in doing so. This position manages any foster home complaints, special evaluations directly or as assigned. The Child Welfare Supervisor - Licensing is also responsible to develop, alongside the Recruitment and Retention Specialist, a plan for the recruitment and retention of the agency’s foster families, including overseeing, and participating in agency recruitment/retention activities. This position requires in-office, in-home, and outside of office work. The Child Welfare Supervisor - Licensing will follow and uphold the agency’s Mission and Vision Statements.




The Child Welfare Supervisor – Licensing will receive certification training and special evaluation training provided by The Department of Child Welfare Licensing, as well as Licensing Supervisor training as directed.


Candidate’s primary role will be to supervise the foster home licensing staff, however, in order to meet agency and caseload needs, the Child Welfare Supervisor – Licensing may be asked to complete necessary CWTI PSI (Pre-Service Institute) and accompanying supervisor training for Foster Care and/or equivalent training for Adoption during the course of their employment, including assuming the supervisory role for a mixed group of caseworkers (foster care and/or adoption and/or licensing specialists).


Job Responsibilities and Duties:


  1. Develop, implement, and oversee all aspects of foster home licensing/certification and recruitment/retention/intake for the agency.
  2. Supervise up to 5 licensing, recruitment/ retention or intake specialists.  Supervision of foster care and/or adoption staff may be applicable as agency needs dictate.  This includes weekly supervision with each staff member. The Child Welfare Supervisor - Licensing will be available to staff as needed, including after hours.  
  3. Oversee the maintenance of HATW foster homes, including initials, annuals, renewals and special evaluations.
  4. Complete orientation and annual employee evaluations on assigned staff.  
  5. Oversee the compiling and maintenance of necessary documents and adherence to timeframes to maintain compliance with DCWL rules, and DHHS policy for all aspects of the Licensing Department and other applicable departments as assigned.
  6. Ensure agency response to all requests for intakes/placements of children made through the Regional Placement Unit, statewide e-blasts, phone and email requests.
  7. Accept and assign referrals of relative homes in need of licensure, oversee progress towards licensing homes within 180 days of placement and report to counties as directed.
  8. Maintain awareness of agency foster home availability and vacancies, including strengths and needs of foster families in order to make sound placement decisions to reduce number of moves for children.
  9. Attend agency program, staff and any other program related meetings.

Ensure agency representation at licensing coalition meetings, including, but not limited to Monroe, Lenawee, Washtenaw, Wayne and Livingston counties

  1. Participate in agency trainings as directed.
  2. Maintain 32 hours of job related training per year or as currently defined by the State of MI.
  3. Develop or oversee the development of foster/adoptive parent trainings.
  4. Oversee the maintenance of all records, files, and cases pertaining to services rendered to foster home certification and licensed families, including regular case auditing of files in MiSACWIS as well as paper files to ensure compliance.
  5. Oversee the maintenance of various family information packets for foster home certification and recruitment programs.
  6. Oversee the development of an annual plan for the recruitment and retention of the agency’s foster families, including overseeing, and participating in agency recruitment/retention activities (including but not limited to appreciation events, acknowledgement of service, training, respite events)
  7. Work with families in HATW foster care program once they become licensed and accept placement of children – ensuring that families are supported; including handling complaints, answer questions, assisting with paperwork, education/training/preparation.
  8. Facilitate a positive working relationship with networking agencies, DHHS and clients, acting as the HATW representative for the licensing department.
  9. Facilitate a positive and collaborative working relationship within all HATW departments to efficiently serve children and families receiving services.
  10. Carry a caseload as needed, including the completion of initial, annual, renewal, and special investigation reports for foster relative and non-relative homes.
  11. Conduct group and individual orientation meetings with prospective foster care families as needed.
  12. Orient and train new child welfare specialists as assigned.  
  13. Provide annual licensing rules review trainings for staff.
  14. Work collaboratively with the State Programs Manager, other Child Welfare Supervisors and staff to provide necessary service.



The Child Welfare Supervisor – Licensing is accountable to the State Programs Manager.
